Answer: Three martian freedom fighters are stranded on Earth, in the city of Chicago. There they find their old nemesis, Lawrence Limburger, plans to do to Earth what he did to Mars. Solution: whip tail, biker mice style!

You forgot to mention Sand Raiders (although presumably that's their culture rather than species - they look like hyenas to me), Sabre Squid (3-headed giant snake things that live under the sand and try to eat Throttle) and Noga (presumably some sort of cow-type creature, as the seat of Vinnie's new bike is covered with hide from said animal).

Theory One: They were injured in battle (Modo lost his arm, Throttle his eyes, and Vinnie a chunk of his face), collected by Karbunkle and experimented upon (Modo was given his bionic arm, Throttle his new eyeballs and Vinnie came out with no new additions or losses).
Theory Two: They were captured (intact) by Karbunkle and experimented upon (Karbunkle removed limbs/eyes/chunks of faces because that's what mad scientists do and replaced them with new and not-necessarily-improved bionic limbs and eyes. The only part of the two theories which jibe is that Vinnie is the only one to escape Karbunkle's clutches without bits of metal grafted to him).
These two theories are approximately correct in that I'm only repeating what I've heard, so if I'm wrong - it's somebody else's fault!
